Usually for Non Complicated,open hernioplasty spinal anaesthesia would suffice.
If cardiac Co-morbidities are present then we sometimes choose Local Anesthesia as well..
General Anesthesia Preferred for Laparoscopic Hernioplasty.

Choice of anaesthesia depends upon age of the patient, comorbidities and choice of surgery...
Because your age is less and you have no comorbidities you have open or laparoscopy options
Mostly if not complicated laparoscopy is preferred and choice of anaesthesia is General anaesthesia
If complicated open can be preferred and can be done under spinal anaesthesia
