Anal fissure
LIS surgery was done to cure anal fissure permanently but today again without getting hard stool  I have developed anal fissure not in anal canal but in perianal region which is responding creamagel cream and sitz bath . But my question is I need another LIS surgery to cure anal fissure permanently ???

Can say Fissure in ano only when ulcer develops in anal mucosa. Any wound outside anus will be deferent problem. It may be due to trauma or fungal infection. Consult with skin specialist also. LIS doesn't give prevention for future recurrence of fissure in ano. It's method to help in healing of present anal fissure only.
Next Steps
for symptomatic problem, you should consult surgeon/dermatologist timely.

Fissure like lesion in the 'perianal region' is not fissure. It might be some skin excoriation if the LIS wound has already healed
