Yes it does seem like a gum overgrowth. However it may be inflammatory which means a gum overgrowth in reaction to tartar present on the teeth. On getting your teeth professionally thoroughly cleaned it may subside without any surgical intervention.

Scaling at a dentist who is qualified to treat such cases preferably a periodontist, ollowed by one week strict oral hygiene. After 7-10 days if the minor growth persists we can have it removed with a laser.
