Do not lift the arm beyond shoulder level. Avoid weight lifts, sleeping on that side. Start physiotherapy asap! She needs to get assessed for any soft tissue injury.
Next Steps
Consult an orthopaedic to get referred to a physiotherapist.

• Avoid sleeping on affected side. • Warm up and cool down is a must. • Contrast bath---It is a form of treatment shoulder is applied warm water followed by the immediate application of the shoulder with ice water. This procedure is repeated several times, alternating hot and cold. Note that the treatment should always end in the ice water, as heat will induce the body's inflammatory response, while cold helps to decrease inflammation.

Did she ever injure her hand? When you say she can’t lift her hand do you mean at the shoulder? It could be a case of frozen shoulder. It would be best if you saw a physiotherapist close to your house.
