Please ask him to consult a General Physician in your area. The initial treatment should be started by physical consultation. The dose has to be adjusted according to the response of the patient.

His BP is still high, may take a week more for the BP to reduce. He could take the 2 medicines in the morning together to have a good BP control, instead of having ctd 12.5 in the evening.Salt restriction, increase in potassium intake, using lots of fruits and vegetables, physical activity regularly for 30 minutes a day is recommended.

Such High BP, if continuous, is not good. First thing first, is it regularly this high or just one tome reading? does he have other problems? What about his cholesterol, weight and other parameters? all this will decide course of treatment.
Next Steps
Ask him to reconsult. it is absolutely required.

Need more information please Does he have any symptoms? Is his b.p constantly high or 180/100 was one episode? He needs to take salt restricted,  fat free diet. He should get random blood sugarHbA1c, lipid profile,  ECG and cardiac echo done. It would be better to take individual molecules ( olmesartan, azelnidipine, chlorthalidone) instead of combination. I would suggest CTD 12.5mg in morning, amlodipine 10mg morning and olmesartan 20mg in late afternoon. Consult online with details and results of investigations.
