Cold and fever every month or so is normal for a toddler kid. When he / she starts going to school, he gets exposed to a lot of new infections from other children. This helps her to develop immunity to a lot of infections later on in life. Having cold and cough 6-7 times a year is absolutely normal.
If a fever is associated with mild cough and runny nose it is most likely viral and it subsides in 5-7 days.
You just need to see if child's activity is good or not. If she is active and playful, nothing to worry.
