This is milk bottle caries. This kind of decay usually happens when the child either takes milk from a bottle or mother's milk during night. The milk accumulates between the upper lip and teeth and cause decay. At this particular stage teeth will simply be restored back but if not taken care of right away, a more extensive treatment like RCT would be indicated.
