U need to repeat the ultrasound scan after 1 week. If still no cardiac activity means it is missed abortion. She need to go for abortion then

It will depend on what is the last menstrual day.
Usually till 7.5 weeks from LMP , if there is no cardiac activity , it signifies missed pregnancy
