Please send his CBC CRP, ESR,X Ray chest PA view. Good Mantoux test is negative. If he is having ? adenoid problem because of constant block nose, can take him to ENT doctor for opinion once. If all above reports are normal then don't worry for neck glands . keep observing the gland else lymph node biopsy can be done.

These seems to be enlarged lymph nodes.first of all size is very much important..than complete physical examination with liver and spleen size is also important
