White spots on neck, elbow and legs

Hello dr. My cousin sister is suffering from white spots from last 5 years , she has been to many doctors and taken treatments but dint got cured yet, now white spots increasing its size. can you please tell me what is this called, why it comes, what type disease it called as and what should i do to get rid of this , i will be very thankful to you
