White ring on penis skin

Hi, I am noticing white color ring in the middle of my penis (circumcised penis). When I stretch that part of penis skin it looks complete white skin. I am having mild erectile dysfunction problem. I dont have any itching or burning problem in the penis. I am very scared whenever I see that white color skin.
