My skin has become very dry near the chin n lower cheeks. It is itchy now and white patches have started forming and also dark scars.

You may have an eczema due to dryness or Seborrheic dermatitis. Seborrheic dermatitis is usually associated with dandruff. I suggest you meet a dermatologist near you and get diagnosed. It can be easily treated with some anti inflammatory creams and in case of seborrheic dermatitis you may need some other medicines. Use a moisturising cream or lotion liberally. You could use moisturiser 2 to 3 times a day till you are able to meet a dermatologist. I will not be able to prescribe medication without examining you first. Warm regards. Dr. Rajdeep Mysore.
