You may have an eczema due to dryness or Seborrheic dermatitis. Seborrheic dermatitis is usually associated with dandruff. I suggest you meet a dermatologist near you and get diagnosed. It can be easily treated with some anti inflammatory creams and in case of seborrheic dermatitis you may need some other medicines. Use a moisturising cream or lotion liberally.
