White layer under foreskin

Asked for Male, 31 Years

There has been white layer forming under foreskin daily, even after cleaning regularly with water and avoiding soap. It's itching sometimes and the skin become reddish after washing. The problem is there for about 6 months now, what kind of infection is this and please suggest correct medicine. Thanks in advance
