White circles surrounding eyes

My masi is 48 years old and she has white circles surrounding her both eyes. We don't know what kind of disease is this. It becomes wider day by day. Please suggest me about this disease and why it happened?? Is it serious?? It lasts more than 5_6 years. Please help.
