White bumps on eyelid

Asked for Male, 30 Years

I am observing white bumps on my upper eyelids and corner or lips. And they each like hell on eyelid, also darken the skin. What it could be? Milia? Chalazion? Please help. To whom shall I consult? Eye specialist or dermatologist? Please see attached pictures.
