What are these spots?

Hi, I have been having excessive dandruff problem since years now but as it is has gone too much out of hand with greasy flakes on bed all the time and shading of hair, I cut my hair and found these white spots on across most of my scalp. What are they? What can I get rid of it as they don't go away with shampoo.
