You are suffering from Lumbar Spondylitis. Tingling and numbness of toes and of course difficult gait (walking) are some of the symptoms of Lumbar Spondylitis.
Next Steps
Please, do have a MRI done of LS spine. I suspect some problem in your L4 - L5 and L5 - S1 spines.
