Can we safely use EMLA before circumcision of a male baby ,70 days old... at least for reducing the pain of ring block??...is it effective...how can we use EMLA prior to circumcision...?

Very correct. Dermatologist are not the correct person to treat this as they are not surgeons. A Pediatric Surgeon will do this surgery the best in the world and a good Pediatric anesthetist will take care of the child's pain. Please consult a Pediatric surgeon and he will guide you further. EMLA is very superficial. I don't think it's going to work. Still I would say to consult anaesthesia person once bcoj we don't do circumcision frequently. May be you can use EMLA 1st and then give ring block. This will help you with proper anaesthesia and also child don't have to face pain. But I suggest that you consult anesthesia person please.
