Urine routine of my 19 months old shows WBC count of 20...is it serious? Do i have to proceed to. Do urine culture? He s pain while peeing. Please suggest

Ih he has pain, definitely it should be taken as infection.
Get him physically checked to rule out phimosis.
Get culture also done and give antibiotics as per sensitivity pattern
