TSH level while planning pregnancy

Asked for Female, 26 Years

Is TSH of 3.49mIU/ml, good enough to be able to concieve? I am already taking Thyronorm 12.5mg daily. Can it be a barrier in conception process or need to reduced to furthur lower levels before possible conception ?
