My brother right eye have undergone cataract surgery by phacoemulsification tecnique... Now he suffered from another problem when he see any object with both eyes the object is geeting up and down.. I mean object move..

Difficult to guess from your history but from my experience I think it was not uneventful phaco emulsification , please consult another ophthalmologist for his opinion.
