Hello,
You had mentioned that the LAST upset molar is broken and the root is inside the gums.
In this case, the root needs to be taken out, and this can be done by any experienced dentist.
A broken root inside the gums is called a ROOT STUMP.

Yes a dentist can extract the root portion of the tooth under the gum. You can later on replace the missing tooth with an implant
