Tight foreskin and small penis

I am 25 years old male.. i have tight foreskin. it doesn't go back. i thought its normal. but i got to know it isn't. i feel less sensitive while having sex. and my penis is small too. 2.5 inch flacid and 4- 4.5 inch erect. because of this i feel ashamed. and mught be the reason i have been through break up. what should i do. i am thinking of getting married next year. is it curable without surgery? kindly help
