Developing follicle is nothing but a follicle which is becoming dominant
A follicle is something which contains an OOCYTE/ EGG in it which is necessary to get pregnant
This follicle will grow further n rupture (ovulation) releasing the EGG inside it which will get fertilized when it comes in contact with sperm
