You do not mention if this happened following unprotected intercourse.
In that case the most likely cause is an infection which needs evaluation and treatment by a doctor specialising in skin and DVD. If not it may be due to a tight foreskin associated with infection. The doctor will guide you on the best option and whether you need to see a surgeon as well. Please do not self medicate.
