Swelling all over the body

Hi Sir/Madam, My niece is 11 years old. She is suffering from swelling all over the body (on scalp, eyebrows, ears, face, hands etc). She is complaining pain as well. Not sure what kind of a problem it is and whom to consult. Please help.
