Sunscreen with or without moisturizer

I am using khaadi sunscreen, I have very senstive skin, neither oily nor dry, Do I need to apply moisturizer before sunscreen as well. Can I use aloe vera gel as moisturizer. How many times should I apply sunscren in winters
