Hello,
Dullness can be due to many reasons and one of the common reason is accumulation of dead skin layers which needs an exfoliation which can be medical grade exfoliation at clinic or chemical exfoliation at home and clinic.
Photo ageing can also seen as dullness so avoid sun exposure and try to get a good SPF
Dullness can also be due to dehydrated skin and proper moisturization is the key along with good hydration
