Sticking of foreskin to glans

Asked for Male, 19 Years

Foreskin on my penis is sticking to glans and also there is presence of smegma under it. I do wash it with warm water on regular basis. Should I completely dry out the foreskin after washing? I also have phimosis but I can retract when penis is not erect.
