Speak softly at home/outside.

My 2.8 year old son speaks too softly like whispering at home as well as outside (school,playarea).He can speak abcd,1234,few words of ryms,then he repeat what we will ask him although it's not fully clear .He communicate by doing 'OO' sound or by pointing fingers outside.Whenever he shouts / cries that time only his voice is loud otherwise he is speaking too softly .How can I get him to speak loudly?

That must be just a behaviour related thing. When he speaks or says oo sounds does he look at your eyes and call you?
