  4. Small skin rupture on scrotum. Doctor?

Small skin rupture on scrotum
I had a small skin rupture on scrotum and I had observed it 3 weeks back. Still it is not being healed. The black layer is forming and going off and again same cycle. No pain or any discomfort. Which doctor to be consulted. Dermatologist or Normal doctor? Pleaser advise!
