Slow Learning from birth
He is a slow learner due to some casualties during birth. His physical age is approx 20 but the mental age is below 10 years. he can do all day to day activities, but unable to be a normal male. He is lost in his own world, less response to some orders, ignorance, bit physical prolems. He can walk but cant' run due to fear. Unable to play games and sports.

Hello,  I think he becoming an independent in raking care of his daily routines and basic hygiene are very important. I just wanted to know whether he was sent to a does hooligan to handle all those. If not 5its not too late. Enrol  him to a special.school.

Sorry for the delayed response ...looks like he is having intellectual disability. He needs detailed evaluation. He can also be trained in special schools for daily activities and life skills.there are benefits given by the government for their welfare so can also apply for them.He can be sent to vocational training if possible looking at what he can do.
Next Steps
He needs to be taught like a small child breaking the complex tasks to simple tasks.
