When I do gym or start running , I get rashes and cannot even run for 15mins , itching happens very quickly and I cannot even run .

Just moisturise your body , use a body milk and ofcourse in case it's more try to change your gym routine may be early in morning along with anti allergic drugs

Seems like cholinergic urticaria. You have to avoid activity like these. Try yoga. You can take anti allergy medicine if required.
