It looks like pityriasis versicolor considering picture and season.Humid climate has to be blamed for this condition.
Rashes on hands, on and off in nature more sounds like urticaria which could be due to food allergens, environmental allergens or due to any drug. So proper details along wuth photographs of those lesions required for confirmation of diagnosis
