Skin rash on arms and neck

Asked for Female, 31 Years

Very itchy and inflames on scratching with redness and more itching. It also forms lumps upon scratching. Has happened before in similar spots (2-3 times). It is due to harsh sun exposure (as told by a doctor 3 years ago) Want to get a proper diagnosis of the problem and understand preventive measures next time i go out in sun
