Skin problem in penis foreskin
I have some problem in my penis. My penis is uncircumcised and whenever I pull my foreskin backward  from head of the penis a ring is formed at the bottom of the penis glan. It's not phimosis I think beacuse I able to retract back easily but it always formed a ring structure at the bottom of penis glan. And when I retract back a foreskin to penis head this ring skin is also moved with foreskin and cover half of the penis glan below my foreskin. I attached a image for reference purpose. Please give me some suggestions I am very afraid about this issue.
