Need clear pictures to come to a diagnosis. Don't apply anything by yourself/from medical store as it might contain steroids that damage your skin or some chemicals that cause contact dermatitis.

general skin care: Use gentle cleanser for washing face 2-3 times daily(as harsh cleansing can damage skin and increase infection of acne) Apply moisturizer immediately after washing face, to retain moisture in skin as healthy skin needs it. (moisture and oily skin are different) After moisturizer, apply sunscreen during day time. Use only NON-COMEDOGENIC sunscreen( as other sunscreen will block follicles and increase acne)
