Hello,
It's nothing to do with vaccine.
Baby got infection from other sources like - bottle feeding, thumb sucking etc.

The symptoms are coincident with vaccine administration. Both are not connected. Rotavirus vaccine is completely safe and is in national schedule of vaccines for kids.
Next Steps
antibiotics may be needed for blood in stools. please consult online about drug related advise.
Health Tips
consult a pediatrician if baby is lethargic, not taking orally at all, decreased urine output, or persistently vomits.
