Ringing in Ears- Blood pressure drug
4 days back I was given a beta blocker Concor 5 mg ( Bisoprolol ) with a dosage of 5 mg twice daily for hypertension and tachycardia. Since day before yesterday night started experiencing whistiling sound in right ear and the right ear appear to be clogged . Could this be the side effect of this drug? Any chance will this sensation will go off on it's own.

It is rare but possible. But since you have mentioned that your right ear is also blocked.. So the ringing sensation ie tinnitus might be due to this. Eustachian tube blockade on that side, impacted wax, infection etc can cause tinnitus.
Next Steps
Clinical examination and detailed history is important.. to rule out the above mentioned causes. And then great for the same will help.
