Its better you visit for a consultation as any cases especially jaw problems such as Underbite etc cannot be planned thro mails or messages. Pls visit your orthodontist for a consultation and ask for thr best treatment plan suited for your problem. Most underbite cases if treated in early ages cam be managed without surgery. Adults having underbites mostly will beed combination of braces with surgery. Difficult to suggest without seeing the patient.
