If a man had sex with 25 prostitutes in a year but he used condom literally every of the 25 times and every single time condom worked nicely from beginning to end and it neither broken nor slipped than still he needs to get tested for HIV?

Hi..The only 100% effective way to prevent sexual transmission of HIV and STIs is through abstinence - avoiding all vaginal, anal and oral sex. Using a latex male condom or a female condom can greatly reduce, but not entirely eliminate, the risk of HIV and STI transmission.
