Reddish dry skin,face and neck,dry scale

Asked for Male, 20 Years

I have been suffering with skin problem since 10 years. My face and neck has reddish patches with seem to have dry scales on them. It itches and feels really dry. I need to keep my skin moisturised from time to time. Previous i had it on my arms too, but they seem to have been treated.
