Red spots on body

Asked for Male, 21 Years

I had rink worm earlier. Its treatment took one month. After that all marks and everything was gone. So i asked the doctor and stopped the medicine( candifore+nufore). But after 3-4 months of treatment i started having red dots suddenly on the same places where ring worm had occured. I strached them a little and now it hurts sometimes. The black part on d top is the layer formed due to clotting of blood. I hav attached the picture . Please check and tell me what is it and what to asap. This is scaring me. And is it some sign of skin cancer? Please help
