Can reactive hypoglycaemia happen to a person with normal fasting insulin? How to check it via tests? Can one faint due to hypoglycaemia?

Yes it can. The best approach is to first establish hypoglycemia by documenting sugar levels and if it's low take a sample for C Peptide levels which would be helpful in knowing whether it's hyperinsulinemic or not
