I would like to know the age of the baby Secondly I can see similar rash over the abdomen also Seems to be like atopy with added component of diaper rash in perineal region Calamine lotion would be preferred as it would cover both aspects and yes age will be required to plan anti histaminic medication

In the diaper area you can use a mild cream like Rashfree or Siloderm. The ones on the thighs and sides look like a secondary folliculitis. T Bact ( Mupirocin) twice a day for a week will cover this secondary infection

Leave the diaper area exposed to air as much as you can for a good healing, clean the area with mild soap like dove body wash gently with fingers. No harsh scrubbing. Can put the Rashfree or Siloderm ointment after cleaning on the diaper area
