Rash on shins

Asked for Female, 13 Years

Ive had a rash on my shins for a few months it started out like pimples then turned into dry red patches and it's very itchy and painful and it's turning into scars. sometimes it looks like it's going to go away but it comes right back and looks even worse. when i get it wet in the shower it burns and looks worse.
