There is a red rash and bumps on my arm after donating plasma yesterday, the rash seems to be spreading on my face and ears, possible due to me touching it. the bumps are small like pimples all over a concentrated area. its not "crying/leaking" this could be a reaction to the Iodine or nickel? what is the best next step? creams? or go in for a doc visit? no we don't have health insurance.

Your symptoms are suggestive of an allergic reaction. I would advise you to visit the ER so that you can get the antihistamine injection which will control the rashes over the body and stunt the spread. You can apply lacto calamine lotion over the rashes which will give you some relief. Do not itch the skin. You will require antihistamines to be taken otherwise as well. If the problem persists or worsens visit the ER at the earliest.
