QUERY REGARDING RED DOTS ON PENIS

I am having red dots on penis which comes and goes . I am having these dots for the past 1 month. They itch and when I urinate I have burning sensation. I am attaching images of it for your ready reference please. I have never had any sexual intercourse with anyone in the past. I also went for VDRL test and it was negative. I would like to add just one thing here that I got vaccinated by a needle which I feel was contaminated and a used one. However I went for the HIV test and it came out to be negative . Please see the images and tell me what is it ?
