What is the ideal time during the menstrual cycle to accurately test prolactin levels ? , and why is testing between days 2 to 5 considered optimal ?

At that time the ovarian hormones are at the lowest level and they don't affect Prolactin level

Ideal time is day 2/3 of menses and preferably morning sample say around 9-11 o clock.
Because other hormonal alterations during menstrual cycle may affect prolactin levels..and it may go high especially if you have done the test in your ovulatory period....
And many more scenarios do affect it
