Get an ultrasound scan done to rule out the cause. You are likely to have ectopic pregnancy.

Your HCG is low for your gestational age and it should have increased in 4 days time.As you say its the same I suggest you to get a transvaginal scan to know the correct picture and also to rule ectopic pregnancy(tubal Pregnancy)
